CTL Deputy Director Jim Rice was interviewed by Fox Business in regards to smaller ports becoming viable alternatives to overcrowded docks:
Right now, any one disruption has a huge impact on just about the entire supply chain, it's really fragile [...] there's some big benefits [in utilizing smaller ports] until you run into the same problem at the other place. To be able to be responsive, that's critical for them.
