Shraddha and Tim present their research to develop analytical concepts and tools that FEMA can employ to improve supply chain resiliency and adaptability during crises. They will focus on fuel, as it is the lifeblood for emergency response necessary for freight movement, emergency response vehicles, and backup generators. During natural disasters, the increased demand for fuel is met with distribution infrastructure and processing constraints. We use discrete event simulation to model the movement of gasoline from fuel terminals to retail stations in Florida and identify interventions that increase the throughput of fuel to aid hurricane evacuation and relief activities. The simulation tool can be adapted to other supply chain networks under disruptions to help inform resilience strategies.
